Bishop who got PCSO funds was a top Ayala stockholder

A bishop who sought and received Philippine Charity Sweepstakes Office (PCSO) funds for his retirement home actually had millions invested in one of the country’s biggest conglomerates, data from the Philippine Stock Exchange (PSE) show.

According to PSE records obtained by GMA News Research, the Roman Catholic Bishop of Tuguegarao owns more than 24,000 common shares of Ayala Corp. currently valued at P8 million.

With those holdings, retired Tuguegarao Archbishop Diosdado Talamayan held about 0.0049 percent of the total shares of the company which ranked him 73rd in the Top 100 stockholders list of Ayala Corp.

Since Talamayan retired, he presumably no longer has control of the investments.

Letter to Gloria

In 2009, Talamayan asked then President Gloria Macapagal-Arroyo for funds to finish a retirement home in conjunction with his 25th anniversary as a bishop.

It was earlier reported that some P200,000 from PCSO’s public relations fund were funneled into the “operational expenses” of a clergy retirement home in Solana town, Cagayan as requested by the bishop for the celebrations marking his 25th year as a Catholic bishop.

The money was disbursed despite the fact that the celebration’s organizers, in a letter to then PCSO director Ma. Fatima Valdes, only requested for P2,500 for the tickets to a fundraising dinner the diocese organized.

According to documents obtained by GMA News, Talamayan personally wrote former President Gloria Macapagal-Arroyo a letter in 2009 requesting funds for the retirement home’s “finishing touches.”

“Our retirement home, which you helped construct, needs only the finishing touches. And I pray that God give me the graces to adjust smoothly to my new phase in my life,” the archbishop said in his letter to Arroyo.

In a resolution dated November 2009, the PCSO board decided to grant a request from the Office of the President specifying Talamayan’s wishes, but the exact amount of the grant was not disclosed. The board said the money will be charged to the PCSO Charity Fund which, according to its Charter, could only be used for “medical assistance and services and/or charities of national character.”

Dioceses as stockholders

The Archdiocese of Tuguegarao is just one of the Catholic archdioceses that hold substantial volumes of stocks in companies whose shares are traded on the PSE.

PSE data show that these own stocks in the Bank of the Philippine Islands (BPI), Philippine Airlines, San Miguel Corp. and PHILEX Mining Corp.

In BPI, the Roman Catholic Archbishop of Manila ranks fourth on the bank’s list of Top 100 stockholders with more than 200 million shares currently valued at P17.3 billion, and represent 6.266 percent of the bank’s outstanding shares.

In an interview with GMA News’ Sandra Aguinaldo on “State of the Nation,” retired Lingayen-Dagupan Archbishop Oscar Cruz said there’s nothing wrong with the Church’s investments in local firms, since its wealth was merely inherited from Spanish friars over a century ago and was invested in strong companies to nurture it.

But in the view of columnist and staunch Reproductive Health Bill advocate Elizabeth Angsioco, these bishops had effectively deprived the poor of the financial help from PCSO when they, in fact, had the wealth to fund their needs.

“Nagulantang ako doon sa laki ng pera na nasa stocks. Bukod pa do’n, yung panghihingi nila doon sa PCSO, ang kinumpetensya nila, ay yung mga mahihirap na mamamayan,” Angsioco said in the same interview.

The P200,000 that went to Talamayan is ten times the P20,000-cap on PCSO’s Individual Medical Assistance Program.

Church investments in mining

While Cruz condoned the Church’s stock investments, he criticized the bishops’ holding of shares in mining firms.

“Ngayon nga ang mining nasalaula. [Ito] ay nakakasira ng environment. Palagay ko panahon na [para] kunin [ng mga obispo] nila ‘yun, ilabas na nila at i-invest nila sa iba naman,”
Cruz said.

According to PSE data, the Archbishop of Manila, the Archbishop of Zamboanga and two accounts of the Religious of the Virgin Mary have stocks in PHILEX. Together, the 8.5 million shares of the group in the leading mining firm amount to more than P200 million.

Ironically, several bishops in the past were some of the staunchest oppositionists to the mining industry, especially in Eastern Visayas. In 2010, at least six bishops led the charge against mining permits issued in Samar and Leyte, citing the potential harm the activity could inflict on the environment.

The bishops include Palo Archbishop Jose Palma, Catarman Bishop Emmanuel Trance, Borongan Bishop Crispin Varquez, Maasin Bishop Precioso Cantillas, Calbayog Bishop Isabelo Abarquez, and Naval Bishop Felomino Bactol.

The Catholic Bishops Conference of the Philippines even carried the bishops’ statement on its own website.

Its just showing the true or other color of their skin (double standard gihapon). I heard a good friend, a eucharistic/lay minister at that, in our casual conversation: “Kung corrupt ang gobyerno, mas corrupt ang simbahan kay walay audit ang income/kwarta, unya magsigi ug pangayo sa katawhan”. Now, with all these coming out, its believable. Hypocrisy is best practice in the church and is the best weapon of secrecy. It always attack the government but it always ask for favors in any kind or form because it has the numbers, 1.2 billion world-wide.

Do you know how difficult it is to fund church activities purely on donations? First, even among generous donors, there is such a thing as donor fatigue. The church cannot always run to these same donors whenever there is a need. Nothing better describe this as ‘Abuse’ of their good will. Second, the average Joe and Jane among its flocks find it difficult to contribute, amid their many demanding needs. One need not look further. Just take a look at how much is really dropped in the basket on a Sunday. We also have to bear in mind that the Catholic Church, unlike INC, does not impose a mandatory 10% tithe on its flock.

I remeber giving 1 or 2 pesos when i was a kid and made it 5 pesos when I was in high school and college. When I first earned my own money, i started giving 20 pesos. Far from the 10% you are saying.     • i go to a church, where the people are the church…we have a small, unfinished building…we don’t impose 10% tithing because we don’t believe that such Jewish law applies to us today. but we never ask anything from politicians…and we don’t encounter what you call as “donor fatigue” because we don’t ask from people…preaching is the most important church activity for us, and we don’t need funds for that…all we need is the bread of life, the Word of God. for us, a building is just a building and God doesn’t live there…worship, for us, is studying and listening to His Word so we can understand His will…and we don’t need fancy sound systems and bands to entertain us in order to continue worshiping Him….give alms to the poor instead of giving them to those who can afford investing in stock markets.

    • hey khoo boo boon, be careful in what you say..I was a Catholic in Irosin, Sorsogon, my family is one of the influential families in the town. Every week, i still remember i would deliver a red envelope with lots of money to the Parish Treasury. So, my family in return can ask for favors which the poor people are deprived off. During my Don Bosco Days in Tondo as altar boy, my priests would fabricate miracles ( putting frozen blood inside the idol’s head of Virgin Mary so during the processional, when spotlights are on and pointed toward the idols, blood melts, then one deboto (paid) would yell, the Virgin Mary is crying with blood because of our sins..people yelled ,its a miracle) Fund-raising is a success.

    • If it were true that nothing wrong for the church to invest in fast growing corporations, then they should stop asking donations, stop KBL (kasal, binyag, libing) payment from the RCs, even the poorest poor catolikos are not spared of the KBL fees. They are the biggest source of funds of the RC church. Though, are not giving 10% tithes, yet from the day the RC’s were born until their death, KBL fee is imposed by the church. Yan ba ang relihiyon na tunay!!

The expose’s are detailed and factual therefore these are not just political fabrications. This is a product of the works of people who now found the opportunity to expose massive irregularities of the church.

    Duterte is the only leader who have the balls and fire to lambast the bishops and their religion over massive irregularities. It is the most HYPOCRITICAL religious organization. Priests and bishops bleed the people white.

    Since the time of Cory Aquino, there has been NO SEPARATION OF CHURCH AND STATE. Until now. It took generations to produce a leader who is not afraid of the bishops and priest. Duterte is annointed, just as Christ was sent to the earth to curb and thwart the abuses of the Sanhedrins and the Pharisees.

  18. I feel sad for the different issues arising today against presumptive President Duterte and the Catholic Church. I was born Catholic, raise as Catholic but the reality is that I’m only a Catholic by word. Shame on me as I couldn’t even defend my faith. With the controversy that has been going on, I couldn’t help but admire the INC on the obedience that they are showing on their church. Who am I to judge my church if I only spending an hour or less to attend the mass? If I’m only giving coins on a Sunday basket and I don’t even know the real meaning of mercy. Who am I to judge someone considering I’m also a sinner.Despite of my not so religious background, I’ll continue to pray for Catholic church and enlighten the mind of all Catholics around the world. If we want change, it should start from us.

One peso or one million pesos stolen is still stealing. Nakaw maliit at nakaw malaki ay nakawan pa rin.   24. Very saddened by negative comments because you don’t know how the Catholic Church is being run. Each diocese/archdiocese is independent from each other. Unlike in other religions which are centralized. The Bishop is responsible for the material and spiritual needs of his diocese. Some diocese are poor, like tagbilaran et al. They invest in companies to continually sustain the needs of the diocese because they cannot just rely on voluntary donations. All CHURCHES have investments. When Bishop Talamayan requested for fund from PCSO, it was not for himself but for the retirement house of his priests who are retired or sick. You may not know that when priests retired, they don’t have a home to go, no one to take care of them. Don’t you think they deserve a good life after years of service? The Roman Catholic Church has given much more for charities and much more for the poor than any institutions or governments in the world for centuries!! But the RC do not publish or announce them. Have you ever helped the poor? How much have given to the charities? For those who attack or criticize the RC, like Duterte, REMEMBER you will all be gone but the RC will remain until the end of the world. But where will you be after your DEATH??

  26. The billions invested by the church should go a long way in uplifting the living conditions of the poor. How come the church keeps asking donations/money when its investment earns another billion? Now that the cat is out, how can the church justify its investment when most (people) don’t eat three meals a day? Top church honchos enjoy all the amenities of life courtesy of the their investment while the unfortunates are wallowing in poverty.

  29. Catholic Church is the Largest Charitable institution in the world doon napupunta yan. Ang hirap pa at FYI. Guys maraming pinapaaral at pinapakain ang simbahan kulang na kulang yan at ito pa hindi yan tulad ng mga Pastor na namamana ang yaman ng simbahan nila e ito pag pari ka hindi namamana yang pera na yan. Pag namatay ka tapos na hanggang dun nalang kaya wag kayong magsasalita ng tapos jan.
